<p>In the 2010s, America's adversaries conducted numerous damaging cyber operations inside the United States: the Office of Personnel Management breach, attacks on banks, persistent intellectual property theft by China, and the Russian intervention in the 2016 election. <p>Whether due to Donald Trump, Brexit, or the rise of populism, many are increasingly questioning the value of democracy. Complaints of ignorant voters, irrational public debate, and disconnected politicians have led some to suggest that democracies are destined to make bad decisions, and to propose alternatives. In <em>Intelligent Democracy</em>, political theorist Jonathan Benson rejects this new democratic scepticism. He argues that democracies can make effective use of knowledge, engage in experimentation, utilise diversity, and motivate decisions towards the common good-and that they can do all these things better than their rivals. Benson pleads that we <em>value</em> democracy, not only because it treats us all equally, but because it is intelligent. At the core of the book is the first systemic account of democracy's epistemic value. While it is common to focus on the faults of any one democratic body, Benson argues that democracy represents a much broader network of institutions which work together to produce a system which is more intelligent than any of its parts. <p>Many believe the solution to ongoing crises in the news industry--including profound financial instability and public distrust--is for journalists to improve their relationship with their audiences. This raises important questions: How do journalists conceptualize their audiences in the first place? What is the connection between what journalists think about their audiences and what they do to reach them? <p>If God commanded you to do something contrary to your moral conscience, how would you respond? Many believers of different faiths face a similar challenge today. While they take scripture to be the word of God, they find scriptural passages that seem incompatible with their modern moral sensibilities. In <em>Morality and Revelation in Islamic Thought and Beyond</em>, philosopher Amir Saemi identifies this as the problem of divinely prescribed evil. Saemi unpacks two approaches to answering this problem. In the first part of the book, Saemi demonstrates how Islamic thinkers of various historical traditions (including the Ash'arites, the Mu'tazilites, and the Greek influenced Philosophers, <em>falasifa</em>) adhered to a scripture-first view. By appealing to hidden moral facts known only to God or the prophet, a scripture-first approach views moral reasoning, at least when it conflicts with Scripture, with skepticism. An ethics-first view, however, places our independent moral judgments before scripture. In the second part of the book, Saemi offers two ethics-first solutions, with some roots in the Islamic tradition, to the problem of divinely prescribed evil. Each solution argues that our own moral reasoning is reliable in the face of skeptical arguments presented by Scripture-first views and shows how a theist can maintain their belief in scripture's divinity while relying on their own moral judgments. <p>What is introspection? Does introspection deliver theoretically valuable information about the mind? There is a long history in philosophy and psychology of using introspection to gather data about the mind. Introspection is often held to constitute our best and only direct access to consciousness and hence to be essential to any investigation of the conscious mind. Equally longstanding and widespread, however, are critical concerns that introspection is highly susceptible to interference, which, together with its privacy, renders it unreliable as a source of data about the mind. Maja Spener offers an understanding of introspection that clarifies its epistemic importance in theorising about the mind. In particular, seemingly overwhelming concerns about the reliability of introspection are transformed into something methodologically more tractable. Central to the approach put forward in the book is the distinction between introspection as inquiry and introspection as mental capacity - between introspective method and introspective access. The first part of the book articulates, defends, and applies a novel framework for the systematic assessment of the potential and limitations of introspective methods. The framework is historically motivated, drawing on insights from key figures in early scientific psychology (especially Wilhelm Wundt, William James, and Georg Elias M?ller) whose used and discussed introspective methods extensively. The second part of the book develops a composite pluralism about introspective access, showing how different modes of introspective access fit into the common sense and scientific pictures of our minds. In <em>What Happened to the Vital Center?</em>, Nicholas Jacobs and Sidney Milkis tackle a foundational question within American political history: Is current partisan polarization, aggravated by populist disdain for constitutional principles and institutions, a novel development in American politics? Populism is not a new threat to the country's democratic experiment, but now insurgents intrude directly on elections and government. During previous periods of populist unrest, the US was governed by resilient parties that moderated extremist currents within the political system. This began to crumble during the 1960s, as anti-institutionalist incursions into the Democratic and Republican organizations gave rise to reforms that empowered activists at the expense of the median voter and shifted the controlling power over parties to the executive branch. Gradually, the moderating influence that parties played in structuring campaigns and the policy process eroded to the point where extreme polarization dominated and decision-making power migrated to the presidency. Weakened parties were increasingly dominated by presidents and their partnerships with social activists, leading to a gridlocked system characterized by the politics of demonization and demagoguery. Executive-centered parties more easily ignore the sorts of moderating voices that had prevailed in an earlier era. While the Republican Party is more susceptible to the dangers of populism than the Democrats, both parties are animated by a presidency-led, movement-centered vision of democracy. After tracing this history, the authors dismiss calls to return to some bygone era. Rather, the final section highlights the ways in which the two parties can be revitalized as institutions of collective responsibility that can transform personal ambition and rancorous partisanship into principled conflict over the profound issues that now divide the country. <p>What motivates citizens to support one party over the other? Do they carefully weigh all of the relevant issues and assess which party or candidate best matches their own positions? Or do people look at politics as something more akin to a team sport--the specifics do not matter as long as you know what side your team is on? Answering these questions requires us to think about how much the average American knows about politics. Many scholars of public opinion believe that the majority of Americans only pay passing attention to politics. Thus the electorate's apparent lack of political competence presents a direct challenge to normative theories of democracy. How are citizens supposed to exert control over the government if they have no idea what is going on? In <em>Political Choice in a Polarized America</em>, Joshua N. Zingher argues that these fears are overblown. Not only do individuals have core beliefs about what the government should or should not do, but individuals have become more likely to support the party that best matches their policy attitudes by both identifying as a member of that party and voting for that party in elections. However, as Zingher demonstrates, voters' ability to match their attitudes to a party or candidate varies according to signals sent by elites and increases as parties become more polarized. This is true even among citizens with less political knowledge and efficacy. Voters now consistently cast ballots for the candidates who best match their own policy orientations and are increasingly likely to express hostility towards members of the other party due to growing elite polarization. Moreover, policy preferences tend to remain stable over time and both shape and are shaped by partisanship. Tackling decades of mixed findings about the prevalence (or lack) of policy voting, Zingher argues that the average American is much more likely to vote for the party that best represents their views than they were in the past. <p>This book rewrites the story of classical Chinese philosophy, which has always been considered the single most creative and vibrant chapter in the history of Chinese philosophy. Works attributed to Confucius, Mozi, Mencius, Laozi, Zhuangzi, Xunzi, Han Feizi and many others represent the very origins of moral and political thinking in China. As testimony to their enduring stature, in recent decades many Chinese intellectuals, and even leading politicians, have turned to those classics, especially Confucian texts, for alternative or complementary sources of moral authority and political legitimacy. Therefore, philosophical inquiries into core normative values embedded in those classical texts are crucial to the ongoing scholarly discussion about China as China turns more culturally inward. It can also contribute to the spirited contemporary debate about the nature of philosophical reasoning, especially in the non-Western traditions. This book offers a new narrative and interpretative framework about the origins of moral-political philosophy that tracks how the three normative values, humaneness, justice, and personal freedom, were formulated, reformulated, and contested by early Chinese philosophers in their effort to negotiate the relationship among three distinct domains, the personal, the familial, and the political. Such efforts took place as those thinkers were reimagining a new moral-political order, debating its guiding norms, and exploring possible sources within the context of an evolving understanding of Heaven and its relationship with the humans. Tao Jiang argues that the competing visions in that debate can be characterized as a contestation between partialist humaneness and impartialist justice as the guiding norm for the newly imagined moral-political order, with the Confucians, the Mohists, the Laoists, and the so-called <em>fajia</em> thinkers being the major participants, constituting the mainstream philosophical project during this period. Thinkers lined up differently along the justice-humaneness spectrum with earlier ones maintaining some continuity between the two normative values (or at least trying to accommodate both to some extent) while later ones leaning more toward their exclusivity in the political/public domain. Zhuangzi and the Zhuangists were the outliers of the mainstream moral-political debate who rejected the very parameter of humaneness versus justice in that discourse. They were a lone voice advocating personal freedom, but the Zhuangist expressions of freedom were self-restricted to the margins of the political world and the interiority of one's heartmind. <p>Chaplains are America's hidden religious leaders. Required in the military, federal prisons, and Veterans Administration Medical Centers, chaplains also work in two-thirds of hospitals, most hospices, many institutions of higher education, and a growing range of other settings. The chaplains of the U.S. House and Senate regularly engage with national leaders through public prayer and private conversation. Chaplains have been present at national protests, including the racial justice protests that took place across the country in 2020. A national survey conducted in the United States in 2019 found that 21% of the Americans public had contact with a chaplain in the prior two years. Contact with chaplains likely increased with the COVID-19 pandemic, which thrust chaplains into the spotlight, as they cared for patients, family members, and exhausted and traumatized medical staff fighting the pandemic in real time. Wendy Cadge steps back to ask who chaplains are, what they do across the United States, how that work is connected to the settings where they do it, and how they have responded to and helped to shape contemporary shifts in the American religious landscape. She focuses on Boston as a case study to show how chaplains have been, and remain, an important part of institutional religious ecologies, both locally and nationally. This book provides an innovative argument that, rather than being characterised by permanent insecurity, fear, and arbitrariness, the leadership of dictatorships is actually governed by a series of rules. The rules are identified, and their operation is shown in a range of different types of authoritarian regime. <p>Private corporations are rarely discussed as playing a role in efforts to curb civil violence, even though they often have strong interests in maintaining stability. Violence often damages the infrastructure necessary to deliver goods to market or may directly target companies. Corporations also have a normative obligation to conduct business in ways that promote peace. While there are historical examples of firm-instigated violence and firms reaping benefits from instability and conflict, there is also evidence that corporations proactively engage in peacebuilding. For example, firms devise programs to promote economic development, offer access to education, and employ former combatants. In <em>The Building and Breaking of Peace</em>, Molly M. Melin develops a theory of the conflicting roles corporations play in both building and preventing peace. Melin shows that corporations engage in peacebuilding when there is a gap in the state's capacity to enforce laws, but they also weigh the opportunity costs of peacebuilding, responding to the need for action when conditions enable them to do so. Firms are uniquely situated in their ability to raise the cost of violence, and proactive firms can increase the years of peace in a country. At the same time, an active private sector can make it harder for states with ongoing conflict to reach an agreement, as they act as an additional veto player in the bargaining process. Including original cross-national data of peacebuilding efforts by firms in Latin America, the Middle East, and Africa from 2000 to 2018, and in-depth case analyses of corporate actions and outcomes in Colombia, Northern Ireland, and Tunisia, Melin shows that corporations help to prevent violence but not resolve it. In examining the corporate motives for peacebuilding and the implications of these activities for preventing violence and conflict resolution, the book builds a more holistic picture of the peace and conflict process. <p>In its own words, the mission of the International Competition Network (the ICN) is to advocate the adoption of "superior standards and procedures in competition policy around the world, formulate proposals for procedural and substantive convergence, and seek to facilitate effective international cooperation to the benefit of member agencies, consumers and economies worldwide." ICN members include nearly all competition authorities (NCAs) from around the world (over 100 of them). Since its inception, the ICN has also sought to enrich its discussions and outputs through the inclusion of non-governmental advisors (NGAs), principally large multi-nationals and the legal and economic professions. The ICN is a transnational network, set up by its members, largely without wider state input. This book hypothesises that the ICN's formally neutral structures provide powerful influence mechanisms for strong NCAs and NGAs, over the weak; and 'competition experts' over wider state interests, discussing the legitimacy of this from a political and legal theory perspective, analysing the ICN's effectiveness and efficiency, and suggesting ways that the ICN can improve all three. This study has important implications for the ICN itself, particularly as it launches its 'Third Decade Project', billed as a full self-evaluation. In doing so, they created a more inclusive empire and triggered conflict between the imperial state and formerly privileged provincial Britons: Irish Protestants, Scottish whigs, and American colonists. The American Revolution was only one aspect of this larger conflict between inclusive empire and the exclusionary patriots within the British empire. In fact, Britons had argued about these questions since the Glorious Revolution of 1688, when revolutionaries had dethroned James II as they accused him of plotting to employ savage Gaelic and Indian enemies in a tyrranical plot against liberty. This was the same argument the American revolutionaries--and their sympathizers in England, Scotland, and Ireland--used against George III. Ironically, however, it was Gaelic and Indian peoples, not kings, who had pushed the empire in inclusive directions. In doing so they pushed the American patriots towards revolution.
